Phizacklea Consulting was established in 2019 to provide exceptional planning advice and solutions to a range of clients. 

​

David is an experienced planner with more than 30 years’ planning experience, and proven ability in building relationships and delivering successful outcomes.

​

David’s most recent projects include:

• leading the development of the Proposed Waikato Regional Coastal Plan

• development of the Mount Maunganui Industrial Planning Study

• coordinating and preparing the SmartGrowth Industrial Land Study

• preparing three yearly Housing and Business Capacity Assessments for the western Bay of Plenty subregion

• project managing the review of the Tauranga City Plan

• preparing the Waikato Regional Aquaculture Strategy Growing Together Whakatupu Ngātahi for a range of partners and stakeholders

• assisting with the review of the SmartGrowth Strategy and Implementation Plan

• expert planning at Council hearings, mediation and Environment Court.

David has provided resource management planning solutions for local and central government agencies, as well as iwi authorities, community and environmental groups, including strategy development, policy advice and technical assessment.

​

He is an affiliate member of the New Zealand Planning Institute and a member of the New Zealand Coastal Society having been an executive committee member and past chair.
