Proposed Waikato Regional Coastal Plan

Phizacklea Consulting has assisted Waikato Regional Council in the development and delivery of the second generation regional coastal plan since 2021. This has included as technical lead responsible for the drafting and refinement of the proposed plan, ahead of being publicly notified on 18 August 2023. More recently Phizacklea Consulting has led a group of committed planners from within and outside of the Council, to respond to submissions and prepare section 42A reports for hearings. As well as providing leadership oversight, Phizacklea Consulting was directly responsible for key topics/chapters of the proposed plan.

Mount Maunganui Industrial Planning Study Te Mahere ahumahi o Mauao

Phizacklea Consulting developed a plan for the future of the Mount Maunganui industrial area over 12 months during 2022 and 2023 setting out a programme of actions to address identified issues and the needs of all stakeholders. Te Mahere ahumahi o Mauao provides for the future development and use of the Mount industrial area. Key intervention actions were incorporated into the Mount to Arataki Spatial Plan. One of those actions is Plan Change 38 Business Land Framework, which Tauranga City Council are engaging on currently.

Waikato Regional Aquaculture Strategy Growing Together Whakatupu Ngātahi

Waikato Regional Aquaculture Strategy Growing Together Whakatupu Ngātahi

Growing together – Whakatupu Ngātahi is a region-wide aquaculture strategy developed in partnership with industry, iwi, local and central government, and other stakeholders to create a bright, sustainable and resilient future for the industry and the Waikato region.

The strategy serves as a blueprint for managing and enabling aquaculture in the region by taking a directive approach to enable aquaculture growth with an economic lens balanced by community, cultural and environmental wellbeing.

Phizacklea Consulting prepared the draft and final strategies, working alongside the aquaculture industry. The strategy and implementation plan were approved by Waikato Regional Council on 3 April 2024 and endorsed and supported by the other strategy partners.

Phizacklea Consulting helped establish the Waikato Regional Aquaculture Group, responsible for implementing the strategy and achieving the goal of doubling the value of aquaculture exports from the region over the next 20 years.

SmartGrowth Industrial Land Study

 

The SmartGrowth Industrial Land Study identified potentially suitable areas of land within the western Bay of Plenty sub-region for future industrial development. The study aimed to ensure that sufficient supply to meet growing demands; proactively facilitating and supporting sustainable growth of the industrial sector within the sub-region.

Phizacklea Consulting project managed technical assessments and undertook further investigations and engagement of short-listed areas at Ōmokoroa, Ōmanawa/Belk Road and Pukemapu in 2023 to inform decisions on the SmartGrowth Strategy Review. This included input from engineering, transportation and geospatial experts.

Phizacklea Consulting prepared housing and business capacity assessments for the western Bay of Plenty subregion working alongside the SmartGrowth partners – Tauranga City Council, Western Bay of Plenty District Council, Bay of Plenty Regional Council, NZ Transport Agency Waka Kotahi, Kāinga Ora and tangata whenua in 2021 and 2022.

Expert planning at Council hearings, mediation and Environment Court

David has given expert planning evidence before Council hearings and at the Environment Court. Recent examples:
